following fake document they are also acting as mandate for confirmed

There is no such thing as a mandate for Russian oil companies,
it's ludicrous to think that any oil company would be so short of buyers
for their high-demand commodity that they have to hire every
inexperience Tom, Dick and Harry to find buyers for them.
Anyone claiming to be a mandate for an oil company is doing nothing more than recruiting victims for scammers, knowingly or not.
