  3. SCAM ALERT!!

We experienced similar communication, and caught it in time before sending funds (Total of US 17,850 - $12,500 for registration with Standard Organization of Nigera, $5,050 for membership with Nigerian Contractors Board, plus $300 commission). But we had sent them documents - ie. pro forma invoice and draft tender submission.

These were the names (suspected impersonators):
Dr. Oboh (CEO, Managing Director of NDDC) - 234 8124245540
    Joseph Kone, agent - 234 7044751243 - joseph_kone230@hotmail.com
    Christopher Kayode, barrister @ W.L. Chambers - 234 7010458660 - chriskayode@wlchamber.org (incidentally, the firm's web address is wl-chamber.com)
Helen Paul - tenderboard.nddc.gov@nnigeria.com (same as on this blog)

Christopher Kayode requested the full funds to be wired to an account at TD Bank, Ft. Lauderdale, FLORIDA, to DM Global Trades Inc. - but the instructions had numerous errors, including the address of the beneficiary did not match.

All Nigerian(legitimate)tenders are publicly announced and through NIPEX (www.nipexng.com, an online platform for the oil and gas industry providing transparency in tenders).

      Compliment of the day.

I was able to get a response from the Tender Board of Niger Delta Development Commission, now regarding the quantity needed to be supplied by your agency.

I was made to understand that after much deliberation by the tender board, they concluded that your agency is to supply 21 Units for the specified products for a period of 12 contract months.

You are expected to prepare a proforma invoice with the contact information of Niger Delta Development Commission provided below and send it to them formally yourself and also send me a copy too. You are to direct your mail stating you were directed by their agent Mr. Okri Damijo.

Meanwhile i would like you to take every step seriously as i want you to know that many other agencies are biding for this contract but based on my relationship with the Chairman of the Tender Board Committee allocated to award this contract, as he was my class mate before i got appointed as an agent based on his influence as the Chairman of the Tender Board Committee of NDDC allocated to handle this project in which he has assured me that he will use his position to see that the contract is awarded to any agency i tender as an agent as long as the agency meets up
with every requirement in time without delay because delay might show a sign of unseriousness which might cause us losing out of the bid. I hereby advice you act accordingly and fast as we have a limited time.

If you wish to know, The destination port of entry would be Apapa, Lagos-Seaport Lagos State Nigeria,Once every process is concluded.

I advice you kindly open a communication with the Chairman of committee.

Have a lovely day as i await your kind response.

      Regards,

      Okri Damijo.

    Thanks for your response.

By way of introduction, my name is Zubairu Hamza, I am a retired teacher, and I taught the first son of MD/CEO of NDDC in school which brought me closer to the family. My role is to guide you and make sure that NDDC accept your company for this supply contract.

NDDC is an agency set up by the government in 1999 to take charge of the development of the oil producing region of Nigeria. It is known fact that the region which produces the oil for the Nigeria economy has been grossly neglected due to prolonged Military in Nigerian history.

Even though the region produce the oil for the nation, it has highest environmental pollution according to the United Nations , no good road, no electricity, high crime rate and most recently rampant kidnapping cases.

Government in its wisdom has decided to embark on developmental projects to transform the region . This by way of scholarship [, technical education in oil and maritime sectors etc.

    ReplyDelete
  10. A recent United Nations report on environmental pollution in this area could be read on this news site http://www.thisdaylive.com/articles/un-cleaning-up-ogoniland-pollution-could-take-30-years/95978/
. This will make you know how serious this project is to the government.

Please read the news articles .Cleaning up Ogoniland Pollution according to UN report … could Take 30 Years .part of the report stated ...The long-awaited study said complete restoration could entail the world's "most wide-ranging and long-term oil clean-up" and it is estimated to cost $1 billion.

You will also read that the NDDC has sent over 1,000 youths abroad including your country for different programmes , either for skills acquisition or university education

http://nigerdeltareporters.com/blog/2011/07/10/258-ex-militants-set-for-overseas-training/ Because of the importance of your LPG Propane Hose to the government and Nigeria National Petroleum Corporation (NNPC), we took time to jointly review your products so that it could be purchased in large order by the NDDC and NDDC technical supplies.

For this reason, I would like your price to read CIF instead of FOB.

I would also like you to add 1% of the price for us. The 1% will represent my commission, customs clearing from the sea port, the cost of transporting the goods from the port to different locations in the country.

    Delivery Terms:
Shipments and Delivery is expected to commence 90 days after you confirm the 100% payment in your account. Shipments / deliveries are in monthly partial basis. First shipment is expected 90 days after you receive 100% payment.

My Roles As A Commission Agent:
My role is to make sure that NDDC accepts your Product and Prices. Once they accept your Product and price, I will then send to you the contact information of the officer in charge of the purchase / contract at the NDDC so that your company will contact them directly. I have a good understanding with the Chairman of the contract award committee because he was my class mate , He has assured me that he will use his office and position as the chairman of the contract award committee to ensure that the contract is awarded to any company that I introduced to them.

From the point where I send to you the contact information, you will start dealing with NDDC directly till the shipment / delivery is completed. When NDDC accepts your product and prices, then I will request you to send to me a guarantee letter stating that you will pay me 1% of the total invoice amount when you receive 100% payment from the NDDC.
Please note that your maximum cooperation is highly needed because they are many companies lobying for this same contract. Now, I will want you to confirm to me that you will pay me 1% of the total contract / invoice value as my commission after you received payment from the NDDC.

Kindly acknowledge the receipt of this mail.

  12. Thanks for your respond, am glad to hear from you, like as i said earlier, I am not the principal buyer, the principal buyer is Niger Delta Development Commission (NDDC).

I am a School Teacher and a part-time commission agent; you may know that Teachers are largely underpaid over here in Nigeria, so I engage in commission agent on part-time basis to raise money for my family upkeep.

That is the reason why I will receive commission from your company after you have received 100% payment from the (NDDC) who is the buyer.

Niger Delta Development Commission (NDDC) is an Organization set up by Nigeria Government to develop 9 Oil producing States in Nigeria, this Organization has a lot of project this year; the present administration of Niger Delta Development Commission (NDDC) allocation for project and products supplies is about $70,000,000 US Dollars.

Niger Delta Development Commission (NDDC) due to my cordial relationship with the Chairman has mandated me to source for a reliable and a reputable company that can supply them with Generator sets in a large quantity.

    Payment Terms:
(NDDC) will make 100% payment of the total contract / invoice amount before your company commences production, the 100% full payment would accelerate the speed of supply and delivery even before the times schedule.

    Delivery Terms:
Shipments and Delivery is expected to commence 90 days after you confirm the 100% payment in your account. Shipments / deliveries are in monthly partial basis, first shipment is expected 90 days after you receive 100% payment.

The generators will be distributed for schools and health care centers as part of the schemes for rural developments by the NDDC in Niger Delta areas of Nigeria.

    As i said, NDDC want (250KVA) silent diesel Generators, canopy type, this can be powered by any Engine or alternators provided it meet the ISO standard, the required Quantity is 100 units;

Normally 2% of the total invoice amount is commission, so I think with the above information you will be able to come up again with your balanced quotation and send to me for proper confirmation before I send to my Client.

Justin Ebinimi contacted my company for pipeline equipment. He gave me the above number, which I located on the is website, to call. He is a teacher and wants to help a family friend at the NDDC get the equipment. After numerous emails and phone calls to me, my company and I decided to not proceed with anymore communications. All documents look valid but the instinct tells me to bow out now.

  24. Dear administrator, i'm the one who published the last message. I'd have 2 questions.
    1. before understanding that it was a scam, I sent them a proforma invoice on head paper and with indicated the bank account details. Do i risk anything? should i inform my bank?
    2. during the short e-mails sxchanged they used names of NDDC people like Sir Bassey Dan Abia and Mr Kaltungo Moljengo that are present on the NDDC website www.nddc.gov.ng. Is the web site the official one? i also tried to phone them at the 3 numbers indicated but all of them seems not active. Is this part of the scam?

    1. You should alert your bank and maybe change your bank account. Yes that website is legitimate but the scammers pretend that it belongs to them when it doesn't. They will use free email addresses and their own pre-paid cell phone numbers. Please post those numbers and email addresses to alert others. Please also send other emails to me at advance.fee.fraud@gmail.com
