Website claims: “JSC SAKHAVOSTOKNEFTEGAZ mini chemical plant is privately owned and was incorporated in 2006”

The reason why the website claims the company was incorporated in 2006 (despite the fact that the domain/website was not created until 2014) is because the company they are impersonating was incorporated in 2006. They are not that company! They are just scammers that created a website!
