Most of these fake websites claiming to sell pets, illegal drugs / fake documents, wholesale commodities including known brands are setup by West African scammers mainly from Cameroon, Nigeria, Ghana etc.., living in various countries, most having entered those countries using student or working visas.

Paul Otto Akama's nameserver is connected to a whole string of fraudulent websites serving Cameroon scammers in various countries including Cameroon, The Netherlands and Thailand, Turkey, Malaysia etc...

Cameroonian Paul Otto Akama living in Cameroon would know that setup on some cheap host is not the real Cameroon Ministry of Mines.
Knowingly assisting scammers by setting up such obvious frauds amounts to being an accomplice, profitting from the proceeds of crime.
